If a burglar cuts the phone line, a storm takes down the phone wires or you lose phone service for any reason, the alarm system will still work (sounding a local siren) but the signal will not get through to the central station.
A typical alarm system transmits its signal to the central station over the phone line. The weak point to anyone’s security is the phone line.
